Man Stuffing Garbage into a Drain, Citizens Outraged

A man caught illegally dumping garbage into a roadside drain has sparked public outrage.

Recently, a netizen revealed footage of a man deliberately pushing trash into a drain next to a road through his Instagram account.

In the released video, the man is seen squatting next to the road and forcefully stuffing garbage into the drain. Notably, he even showed effort by folding larger items like paper cups and milk cartons to shove them into the narrow gaps of the drain.

All of this occurred while numerous vehicles were waiting at a traffic signal, and after disposing of all the trash, the man nonchalantly left the scene as if nothing had happened.

The netizen who filmed the video expressed anger, stating, "He's so bold that I'm confused. There were a lot of cars waiting at the signal. Is this how we should dispose of garbage?" He further added, "The contents of the trash seem to belong to kids. Parents are mirrors for their children. Young friends shouldn't follow this example."

Upon seeing this, other netizens voiced criticism, saying, "Stuffing it in also takes effort," "Report him. This is why drains overflow during the rainy season," "At first, I thought he would naturally pick it up," and "It's worse than throwing trash on the street. Just having ten people like him in a neighborhood would cause flooding during the rainy season."

Meanwhile, the act of dumping garbage into drains is identified as one of the main causes of urban flooding. Particularly during the rainy season or heavy downpours, if drains become clogged, rainwater cannot be properly discharged, leading to road flooding.

According to the Ministry of Environment, about 30% of urban flooding is estimated to result from clogged drains.

Under the current waste management law, a fine of up to 1 million won may be imposed for illegal dumping. Furthermore, if clogging a drain causes damage to another's property, individuals can face up to 3 years of imprisonment or fines of up to 7 million won in accordance with Article 366 of the Criminal Act.
