Meanwhile, on the 4th, police declared a "Code Blue Emergency" nationwide, restricting access to the Constitutional Court and the vicinity of the Presidential Office in Hannam-dong, Yongsan. A total of 338 response teams and over 20,000 personnel were deployed across the country. Approximately 7,000 personnel from 110 response teams were stationed around Gwanghwamun, Jongno, and the Constitutional Court, while about 2,000 personnel from over 30 teams were placed in the Yeouido area near the National Assembly.
