Seoul City to Recruit 4,000 Households for 'Deposit Support Long-term Safe Housing' for Homeless Citizens

Seoul City is launching the first recruitment of applicants for the 'Deposit Support Long-term Safe Housing' program to ensure residential stability for homeless citizens.

On the 27th, Seoul City announced that it will provide a total of 4,000 units, including 3,600 units for general supply, 200 units for newlywed couples with special supply, and 200 units for integrated household special supply, starting from the 28th through the Seoul Housing and Communities Corporation (SH Corporation) website.

The 'Deposit Support Long-term Safe Housing' is a public rental housing program where Seoul City supports up to 30% (maximum 60 million KRW) of the deposit on privately leased housing chosen by citizens for up to 10 years without interest.

It operates by providing deposit support for the housing selected by citizens, rather than supplying physical housing directly. If the deposit is 150 million KRW or less, support of up to 50% (maximum 45 million KRW) can be received.

Special Supply for Newlywed Couples, Expanded Benefits Through 'Mireynaejip'

This year, the recruitment of applicants for the special supply for newlywed couples will be carried out in conjunction with 'Mireynaejip'. A total of 500 units, including the 200 units announced this time, will be supplied this year.

Those selected for the 'Mireynaejip' linked Long-term Safe Housing will be eligible to apply for relocation to 'Mireynaejip (Long-term Jeonse II)' if they give birth to a child (including fetuses) and reside for 10 years, in addition to receiving interest-free support for the deposit.

If relocated to Mireynaejip, residents can stay for up to 10 years, and income and asset standards will not be applied, excluding the requirement for being homeless. Furthermore, if two or more children are born, the right of first refusal will also be granted.

System Improvements Such as Easing Income Standards for Dual-Income Newlywed Couples

Seoul City has established separate income criteria for dual-income newlywed couples who were previously excluded due to a single income standard, and has also implemented system improvements such as exempting families who have given birth from income and asset assessment during re-contracting.

For special supply for newlywed couples, separate income criteria for dual-income households have been established, relaxing the previous year's average monthly income standards based on the number of household members for single-income households to 120% and for dual-income households to 180%.

Families residing in the Long-term Safe Housing who have given birth (including pregnancy) will have income and asset assessments waived, except for the requirement to be homeless, during re-contracting.

The supported housing size criteria have also been unified from '60㎡ or less for single-person households and 85㎡ or less for households of two or more' to '85㎡ or less regardless of the number of household members'.

Application Process and Future Plans

Applications for residency will be conducted online from May 12 to 14. The announcement of the selected candidates is scheduled for July 31, and candidates can proceed with contracts for one year until July 30, 2026, after a rights analysis review.

Eligible housing includes single or multi-family homes, commercial-residential buildings, multi-family or townhouse units, apartments, and residential officetels.

Candidates can apply for 'Mireynaejip' residency while living in Long-term Safe Housing, and if they meet the criteria for the Housing and Urban Guarantee Corporation (HUG) support loan, they can receive additional loans for their own portion of residential rental deposit.

Seoul City plans to recruit more applicants in August and December this year.

Starting with the supply of 'Mireynaejip' linked Long-term Safe Housing, Seoul City aims to expand support for the residential stability of newlywed couples and homeless citizens by promoting the supply of non-apartment type Mireynaejip starting in July, including multi-family, townhouses, and Hanoks.

Choi Jin-seok, head of the Housing Division of Seoul City, stated, "The Long-term Safe Housing program has been a project steadily pursued for over a decade to reduce the housing cost burden on homeless citizens," adding, "We will continue to develop it into a trusted housing ladder policy for citizens in conjunction with 'Mireynaejip.'"
