Prosecutors disclose personal information of Ulsan stalking attempted murder suspect… “33-year-old Jang Hyeong-jun”

The disclosure of the personal information of a murder attempt suspect, drawing attention as the first case, relates to the incident involving Jang Hyung-jun.

Jang Hyung-jun (33), who attempted to kill a woman he had been in a relationship with by stabbing her multiple times with a weapon, has had his information made public.

On the 22nd, the Ulsan District Prosecutors' Office held a meeting of the Personal Information Disclosure Review Committee and decided to post Jang's name, age, and photograph for 30 days on the Ulsan District Prosecutors' Office website.

This decision was made considering the brutality of the crime and its social danger, and it marks the first time personal information has been disclosed for a suspect of attempted murder, as opposed to digital sex crimes or crimes against children.

A Brutal Crime from Stalking to Attempted Murder

According to the Ulsan Metropolitan Police Agency, Jang attacked the victim multiple times with a weapon in the parking lot of a hospital in North Ulsan around 3:40 PM on the 28th.

Fortunately, the quick response of citizens at the scene helped prevent a worse outcome.

The victim was urgently transported to a nearby hospital and underwent emergency surgery, but it is reported that she has not yet regained consciousness and is in critical condition.

The prosecution has arrested Jang on charges of attempted murder and brought him to trial.

Even more shocking is that A had already received temporary measures such as a restraining order from the court due to previous crimes including confinement, assault, and stalking, yet he still approached the victim and committed the crime.

On the 3rd, after receiving a breakup notice from the victim, A became enraged, assaulted her by grabbing her hair, and on the same day, threw the victim's car keys into the sea, also facing charges of property damage.

The victim reported the incident to the police via an emergency button, and the police had provided her with a smartwatch to prevent further harm.

However, A's threatening behavior continued. Less than a week after the incident, on the 9th, A once again loitered near the victim's residence and attempted to contact her multiple times, engaging in clear stalking behavior.

The police applied to the prosecution for the strongest type of restraining order (level 4 detention measures) based on the combined charges of assault, stalking, and property damage.

However, the court dismissed this on the 23rd and issued a significantly weaker level 3 measure (written prohibition of access and contact), contrary to the requests of the victim and police.

Ultimately, just five days after this ruling, the victim lost consciousness due to A's weapon. This outcome has garnered strong criticism regarding the underestimation of the dangers associated with stalking crimes.

While the police had installed intelligent CCTV at the victim's residence and were continuously monitoring it, it has been confirmed that A was targeting the victim's route at the hospital, not her residence.

A reportedly waited in the hospital's above-ground parking lot for the victim to come out and then took out the weapon he had prepared to commit the brutal attack.
