An incident of a dog owner allegedly abusing their pet by lifting the animal, which was on a leash, into the air has sparked outrage among citizens in an alley of Jeonpo-dong, Busan.

On the 6th, an online car community, "Bobae Dream," featured a post titled "Dog Abuse Video Near Former NC Department Store in Busan."

The author, referred to as A, stated, "The video was filmed near the former NC Department Store in Jeonpo-dong, Busan. It shows a scene of a small dog being lifted into the air by its leash and being pushed against a wall and hit." A shared a clip capturing the situation.

According to the video released by A, the problematic dog owner lifted the dog by its leash in a sparsely populated alley and swung it around in the air.

The dog, with its four legs off the ground, appeared to be helplessly tossed around by the owner.

A emphasized, "This is not simple training or education; it is a clear act of animal abuse and a criminal offense," urging that "(the man in the video) should be made infamous so that social sanction is necessary."

Citizens who watched the video expressed their anger with comments such as, "People who are cruel to weak lives are likely to become murderers," "If they behave like this outside, how much abuse do they inflict at home?" "They should be treated the same way," and "People who abuse animals should be trusted and filtered out."

Meanwhile, the current Animal Protection Law considers any act that causes unnecessary suffering to animals as abuse and stipulates such behavior as subject to legal punishment.

According to the Animal Protection Law, anyone who causes injury to an animal using a physical method such as tools can face a penalty of up to two years in prison or a fine of up to 20 million won.

If an animal is killed without justifiable reasons such as permission or licenses, the individual can be punished with up to three years in prison or a fine of up to 30 million won.
