In the Incheon case of a husband murdering his wife in her 60s, it has been revealed that the police's risk assessment was insufficient.
In this incident, which occurred a week after the restraining order was lifted, the police received a report from the victim three days before the incident and dispatched officers to the scene. However, they assessed the risk level as low and did not implement additional restraining measures.

On the 8th, according to materials submitted by the Incheon Metropolitan Police Agency to Representative Yong Hye-in of the Basic Income Party, a "Temporary Emergency Action Assessment Form" drafted on the 16th of last month reported that officers from the Samsan Police Station marked "No" on eight out of ten items assessing the risk level. Items included "the victim strongly expresses anxiety" and "the perpetrator justifies his actions by blaming the victim."
As a result, the risk level was assessed as 2 points, falling short of the 3-point threshold required for emergency action, leading to a lack of additional protective measures.
Glaring gaps in the domestic violence victim protection system have been exposed.
At that time, the victim, a woman in her 60s, reported to the police that "her husband, whose restraining order had expired while she was out, came to their home."

Due to her fear, the victim was unable to return home and was staying at a family member's house. However, without any additional protective measures from the police, her husband found her at an officetel in Bupyeong-gu, Incheon, and killed her with a weapon three days after the report on the 19th of last month.
