“Kickrani moving with a patient holding a drip and taking a call behind”

**Unprecedented 'Kicklani' Appears on the Road**

The sight of students riding an electric scooter together, which is prohibited for passengers, has left many shocked.

On the 12th, a short video titled "Evolving Kicklani" was shared on the automotive online community, 'Bobae Dream'.

According to the released video, two male students, presumed to be minors, are seen riding on a single electric scooter, dangerously weaving across the center line.

What makes the video particularly problematic is that the student operating the scooter is driving with one hand while on a phone call, and the presumed patient passenger is holding an IV bag attached to a stand as they move.

The image of students racing on the road without even wearing helmets is dizzying to behold.

Viewers of the video reacted with comments such as, "If they get into an accident, the one in front will be getting an IV and the one in back will be in the intensive care unit," "At this point, they are circus performers," "They'll be heading to the hospital happily together," and "This is an unprecedented Kicklani."

Meanwhile, electric scooters, classified as personal mobility devices under the Road Traffic Act, must be operated by individuals holding either a motorcycle license or a driver's license, and are subject to thorough regulations.

Driving without a license incurs a fine of 100,000 won, not wearing a helmet results in a 20,000 won fine, and carrying more than one passenger incurs a fine of 40,000 won.
