Jo Doo-soon Violates Outing Restrictions Again… Probation Office "Considering Reporting"

It has been confirmed that child sexual offender Jo Doo-soon has once again violated outing restrictions. He committed the same violation this year, following 2023.

According to reports from Gyeonggi Ilbo on the 4th, Jo Doo-soon was seen leaving the multi-family housing unit in Wadong, Danwon District, Ansan, where he resides, around 5 PM on the 30th of last month. He moved to the first floor of the same building. A probation officer who witnessed the scene intervened immediately, and it was determined that Jo returned home about three minutes later.

To protect young people, Jo Doo-soon is restricted from going out from 3 PM to 6 PM, which coincides with school start and end times. He is also prohibited from being outside from 9 PM to 6 AM the following day.

It is reported that the Ansan Probation Office is considering filing a complaint based on Jo Doo-soon’s violation of outing restrictions.

In 2023, he was sentenced to imprisonment for nighttime outings… Violations after release

Jo Doo-soon was sentenced to 12 years in prison for kidnapping and sexually assaulting an elementary school girl near a church in Ansan in December 2008. After being released on December 12, 2020, he has been living with his wife in a multi-family housing unit in Wadong, Danwon District, Ansan.

In 2022, he planned to move to Seonbu-dong in Ansan, but the plan was canceled due to objections from residents. Subsequently, on October 23 last year, he successfully moved to another multi-family unit in the same Wadong area, about 2 km away from his previous residence.

Before the move, on December 4, 2023, Jo Doo-soon violated the nighttime outing restrictions again, leaving the house at around 9:05 PM for unauthorized outing lasting about 40 minutes.

At that time, he walked to a security post and spoke to a police officer on duty. After a violation alert was received by the control center and the probation office, a probation officer dispatched to the scene escorted him back home. He was later sentenced to three months in prison and served his sentence before being released from Suwon Correctional Facility on June 19 of last year.

Regarding his unauthorized outing at that time, Jo Doo-soon stated, "I had an argument with my wife," citing domestic discord. The probation office is taking the repeated violations of outing restrictions seriously and will soon decide on legal measures.
