Controversy Over Hit-and-Run Incident at Incheon Airport Parking Lot, Police Decision Angers Public

A traffic accident that occurred at the Incheon Airport parking lot has sparked social controversy as the police ruled it as "not a hit-and-run."

In response to this incident, traffic accident specialist attorney Han Moon-cheol criticized the decision, saying it is "the moment when common sense is shattered."

On the 21st, a video titled "Shocking. The police investigator says this is not a hit-and-run. They just fled the scene," was uploaded to the YouTube channel 'Han Moon-cheol TV' detailing the incident.

According to CCTV footage, the accident happened around 7 a.m. on June 30 at the underground 2nd floor of the short-term parking lot of Incheon Airport’s Terminal 1.

The victim, Mr. A, was walking to pick up his father-in-law and mother-in-law after parking his car upon returning from a trip.

As Mr. A was passing by, a driver made an illegal left turn and hit him. Startled, Mr. A tried to stop the vehicle with both hands. The vehicle came to a brief halt, and Mr. A made eye contact with the driver through the windshield, but the driver attempted to flee the scene without a word of apology. Mr. A tried to block the car with his hands, but the driver continued to escape.

Injury of the Victim and Police's Shocking Decision

Mr. A explained, "I went to pick up my father-in-law and mother-in-law who were waiting, then went to the police after taking them to the hospital" and added, "I received a diagnosis of two weeks of recovery time."

He detailed, "The most shocking injury was to my wrists, my left leg was also hit by the front bumper, and during the escape, my left leg was brushed against by the right rear tire of the fleeing vehicle."

Mr. A disclosed his medical records indicating cervical spine, lumbar spine, wrist sprains, and strains, stating, "I was prescribed medication, but I haven’t gotten better."

He added, "I hurried to a traditional medicine clinic for treatment since I was departing on the 7th of last month, and my ankle also showed signs of a sprain," and mentioned, "I returned on the 25th of the same month and have been visiting the hospital continuously since then."

However, the police did not classify the incident as a hit-and-run and decided not to prosecute for violations of specific crimes (fleeing after causing injury).

The police explained, "It is true that the accused fled after recognizing the accident, but it does not constitute fleeing after causing injury as it was not a situation requiring assistance."

In response, Mr. A questioned, "How could this be a decision not to prosecute?" and sought help from attorney Han Moon-cheol.

In hearing Mr. A's story, the attorney asserted, "Must there be a collapse and visible blood for it to be classified as a hit-and-run? Address a petition to the police chief,” adding, “Then the report will be forwarded to the prosecutor."

Another attorney strongly criticized, stating, "If this is not a hit-and-run, that shatters my common sense," and advised Mr. A, "Make sure to attach the medical diagnosis, prescription, and diagnosis from the traditional medicine clinic, and do not throw away the prescription carelessly."

He urged, "Please let me know how the outcome turns out after you file the complaint."
