“Cutting Elevator Cables”… Woman Threatening ‘Lives’ Started with Complaints About Interfloor Noise

Residents are facing serious damage due to the bizarre behavior of a woman living in the same building.

On the 3rd, JTBC's "Incident Report" revealed shocking CCTV footage and a story shared by informant A.

According to A's report, the woman living on the top floor of the building has been continuously harassing her neighbors for about 4 to 5 years.

Initially thought to be simply a difficult resident, her behavior reportedly worsened drastically starting from the COVID-19 pandemic.

A stated, "The conflict began with noise complaints," explaining that "the woman complained that the residents below were noisy, but when it was confirmed that there was no actual noise, she began to display violent behavior."

During this process, the woman physically assaulted the resident below, even grabbing her hair and kicking her, leading to a police response that was ultimately treated as mutual violence.

Deliberate destruction of building facilities and signs of mental illness

The situation became more severe after the woman was sentenced to a fine.

A reported, "After the fine, the woman deliberately started making noise to harass the resident below."

In April of this year, there was an incident where the elevator in the building suddenly malfunctioned, and it was confirmed through investigation that the internal wires of the elevator's control box had been deliberately cut.

Residents had to cover the repair costs, amounting to 5 million KRW to restore the elevator, and installed CCTV to prevent further damage. However, just a day after the elevator was repaired, the problematic woman appeared with scissors and was caught on CCTV cutting the wires inside the control box again.

During the investigation, it was revealed that the perpetrator of the previous wire-cutting incident was the same woman.

She made unrealistic claims regarding her actions, stating, "The frequencies from the elevator and CCTV are tormenting me as if they are going to kill me."

Currently, the woman has been involuntarily committed to a mental hospital.

A expressed concern, stating, "The repair costs for the elevator are expected to be around 27 million KRW, and the woman's parents said they would cover the costs," while also voicing fears that "the woman might return to the building and commit even more serious crimes after being discharged."
