Seongnam City Expands Support for Unemployed Youth by Extending Age Limit and Increasing Types of Certifications

On the 14th, Seongnam City in Gyeonggi Province announced that it will extend the age limit for its 'ALL-Pass' support program aimed at enhancing the employment capabilities of unemployed youth from the current age of 34 to 39.

With this policy expansion, more young people will be able to alleviate the financial burden of preparing for employment.

The 'ALL-Pass' program supports unemployed youth by covering up to 1 million won for academy tuition and exam fees necessary for language acquisition and certification.

The program is available to unemployed youth aged 19 to 39 (born between January 1, 1985, and December 31, 2006) who have been registered residents in Seongnam for at least one year as of the application date. Those who have attended related academies or completed exams after January 1, 2023, are eligible.

Expanded Support Areas Broaden Options for Job Seekers

Through this expansion, Seongnam City has significantly increased the variety of certifications eligible for support from the previous 903 types to 1,010 types.

The supported fields include 20 types of language exams such as TOEIC, Chinese, and Spanish, as well as the Korean History Proficiency Test, along with a variety of 540 national technical qualifications.

Additionally, the program widely supports 97 types of nationally recognized private certifications, such as graphic technology qualifications, computer tax accounting, and Artificial Intelligence Competency Certification (AICE), along with 352 national professional qualifications, including lightweight aircraft pilots, data transactions experts, and statement assistants. Notably, new certifications like artificial intelligence, lightweight aircraft pilots, and data transaction experts have been added, enabling job preparation suited to the Fourth Industrial Revolution era.

Tuition fees for academies will be supported regardless of whether classes are online or offline, and applicants may apply for exam or tuition fees without limits on the number of attempts or sessions, within the maximum support fund range.

Youth who did not receive the full 1 million won support in 2023 or last year can reapply for the remaining balance, according to Seongnam City.

In particular, support for low-income youth, such as those on basic living subsidies, has been expanded to a maximum of 2 million won, ensuring that they can prepare for employment regardless of their financial situation.

Applications can be submitted year-round through the Gyeonggi Job Foundation's integrated application system, 'Jobaba Apply.'

In the past two years, Seongnam City has supported 1,3679 young people with a total of 4.3 billion won in language and certification academy tuition and exam fees for six months. With this expansion, more young people are expected to gain opportunities to strengthen their employment capabilities.
