Intense Rainfall Causes Flooding and Collapses in Incheon… Fatalities Reported
Due to the intense rainfall in the Incheon area, roads and railways were temporarily cut off, resulting in various damages such as flooding, collapses, and ground subsidence.
According to Incheon City, as of 10 PM on the 12th, a total of 410 reports of rain damage had been received in Incheon.
In particular, there were also casualties from the heavy rain. At around 7:20 AM on the 13th, in Jung-gu, Unseo-dong, a man in his 40s lost control of his vehicle on a wet road, leading it to plunge into a lake alongside the road.
While the police and fire authorities, who responded to the report, recovered the vehicle, the man was already deceased. On the same day, at around 12:14 PM, in Daebocheon, Gochon-eup, Gimpo City, a vehicle was swept away, and an elderly man in his 80s was found dead in the back seat.

Traffic Disruptions and Facility Damage
The heavy rainfall also had an impact on public transport. At around 11:20 AM on the 13th, roads near Incheon Station of the Gyeongin Line (Seoul Subway Line 1) were submerged, leading to traffic restrictions, and train services between Juan Station and Bupyeong Station were halted for about an hour starting at 11:10 AM.
Incidents of facility damage followed. At around 10:49 AM, in an apartment complex in Dong-gu, Songhyeon-dong, walls and structures collapsed, prompting emergency safety measures by the fire authorities.
Around the same time, both Jeongseojin Central Market and Gangnam Market in Seo-gu were flooded, causing citizens in the basement to evacuate. At around 5 PM, a ground subsidence (sinkhole) measuring 1m in diameter and 2m deep occurred at a crosswalk in Wanggidong, Seo-gu.
The area known as Sawol Village in Wanggidong, Seo-gu, and nearby industrial zones, known for habitual flooding, were submerged once again due to this heavy rainfall.

Weather Warnings and Rainfall Amounts
As of 7 AM on the 13th, heavy rain warnings were issued for Ongjin, and at 8:30 AM for inland Incheon and Ganghwa.
Strong wind advisories were also issued, and at 7:30 PM, the landslide warning level was elevated from "caution" to "serious."
From midnight on the 13th until 4 AM on the 14th, very heavy rain accompanied by gusts, thunder, and lightning fell in the northern parts of Incheon and Gyeonggi Province, as well as northern inland Gangwon Province, at rates of 30 to 50 mm per hour.

From midnight on the 13th to 4 AM on the 14th, cumulative rainfall was recorded at 298.3 mm in Paju, 272.1 mm in Deokjeokbuk-ri, Ongjin, 268.0 mm in Yeongjongdo, Incheon, 266.0 mm in Dodo-cheon, 253.0 mm in Gimpo, 161.1 mm in Cheorwon, 160.0 mm in Hwacheon, and 138.7 mm in Seoul.
Heavy rain is forecasted to continue on the morning of the 14th in the metropolitan area, inland Gangwon, northern mountainous regions of Gangwon, and northern Chungnam, with rates around 30 mm per hour.
With heavy rain persisting for the second consecutive day following the 13th, there are concerns about additional damages, such as landslides.
However, there is a forecast that by the afternoon, some areas may see a tapering off of the rain.
Expected rainfall is forecasted at 50 to 150 mm in the metropolitan area (over 180 mm in some places), 30 to 80 mm in inland and mountainous areas of Gangwon (over 120 mm in some places), 20 to 60 mm in northern Chungnam and central/northern Chungbuk (over 80 mm in some places), 10 to 40 mm along the northeastern coast of northern Gangwon, 5 to 40 mm in Daejeon, Sejong, southern Chungnam, and southern Chungbuk, and 5 to 20 mm along the central/southern coast of Gangwon.
