A 40-Year-Old Father Arrested for Assaulting His 7-Year-Old Daughter Who Couldn’t Skate
A 40-year-old man has been handed over to the prosecution while in custody for assaulting his 7-year-old daughter at Hangang Park.
On the 8th, the Seoul Metropolitan Police Agency’s Women and Youth Crime Investigation Unit stated that they had sent the man, identified as A, to the prosecution under suspicion of violating child welfare laws by assaulting his daughter.
According to the police, A is accused of hitting and kicking his daughter at Hangang Park in Gwangjin-gu, Seoul, on the night of the 3rd at around 10 PM.

In footage released by Channel A, A is seen repeatedly hitting his daughter, who had sat down while inline skating, with his fists.
He even threw the child to the ground and kicked her, additionally dragging her by the arm towards a park bench.
Despite the child falling and being dragged along, A showed no concern.
Witnesses at the scene watched with worried expressions as A and the child moved away, but A remained unfazed, casually looking at the citizens.

Violence Perpetrated for the Reason of "Not Being Able to Skate"
Citizens present at the scene immediately reported A's violent behavior to the police.
Upon receiving the report, the police dispatched officers and arrested A on charges of child abuse.
The child suffered bruises; fortunately, it was confirmed that she did not require hospitalization for serious injuries.
During the police investigation, A stated that he was trying to discipline his daughter because she wasn't skating properly.
The police handed the daughter over to a protective facility, while they applied for an arrest warrant for A on the 4th, taking into account the severity of the crime and the risk of reoffending.

Experts consistently agree that violence carried out under the guise of 'discipline' constitutes child abuse.
Child rights experts warn, "Corporal punishment or violence can never be a method of discipline under any circumstances. Violence based on a child's mistakes or immaturity seriously harms their physical and mental development."
Under the Child Welfare Act, individuals who commit acts of child abuse can face up to 5 years in prison or fines not exceeding 50 million won.
In cases of habitual child abuse offenders, penalties can be increased by up to 50%.
