Ulsan Apartment Management Office Employees Submit Group Resignation Due to Bullying by Residents' Representatives

Nine employees of an apartment management office in Ulsan submitted their resignations in a fit of anger over verbal abuse and derogatory remarks from the residents’ representatives.

On the 8th, a notice was shared online titled "All Management Office Staff Resigned," which was posted in the common area of an apartment in Ulsan.

According to the shared post, the management office employees stated, "Due to the repeated and structural issues caused by certain residents' representatives, it has become impossible to carry out our normal duties, leading all management office employees to resign."

They cited inappropriate shifting of responsibilities, verbal abuse, derogatory remarks, and unreasonable work orders as specific reasons for their resignation. They also mentioned undue interference in hiring employees, repeated demands for reports, and infringement on their autonomy regarding vacation schedules.

Currently, all nine employees working at the apartment management office have reportedly submitted their resignations, and they are anticipated to work until the end of this month before officially resigning.

Employee A from the apartment revealed in an interview with Yonhap News that various incidents of character defamation and verbal abuse persisted for about a year, making it unbearable.

Employee A recounted, "During a conversation related to complaints, a residents' representative threatened, 'Shall I try to keep you from sleeping at night?' I doubted whether such words could even come from a person."

Another employee, B, stated, "Because the maintenance of the shared trash bin was delayed, I received a public reprimand as a representative kicked the trash bin in front of other residents." They added, "It was a moment when my pride crumbled."

According to the employees, their summer vacation schedules were rejected, claiming they would be discussed in meetings among residents' representatives. Additionally, they reported that the holiday bonuses, which were previously set at 75% of their basic salary, were abruptly communicated to be a flat rate of 400,000 won during the last Chuseok holiday.

Some employees are reportedly receiving hospital treatment due to symptoms like palpitations and tinnitus stemming from prolonged stress.

The employees claiming to suffer harm have filed complaints with relevant authorities, including the Buk-gu Office and the Ministry of Employment and Labor, through the National Petition System.

In response, the residents' representatives urged residents via a post in the apartment elevator, stating, "Since the Buk-gu Office will legally investigate the specifics and determine the facts for potential referral to law enforcement, we ask residents to refrain from making speculative judgments or spreading information in chat rooms to avoid creating unpleasant situations for the apartment."

They further stated, "We will specifically review any breaches of contract by the management company and respond promptly" and "We will strive to progress operations that benefit the residents and resolve conflicts."
