The woman in the lower apartment who smokes indoors and throws cigarette butts on the balcony… “It’s useless to ask her to refrain.”

Residents Suffering from Indoor Smoking Issues in Apartments

A story has emerged from a resident who is suffering due to a female neighbor in her 20s who continues to smoke on the balcony.

On the 3rd, an online automotive community 'BobaeDream' posted an article titled "What should we do about people smoking in apartments?" The author, referred to as A, expressed her grievances regarding the continuous indoor smoking by a young female neighbor.

Continuous Indoor Smoking

A shared, "A year ago, I smelled cigarette smoke in my master bedroom and checked the balcony, finding that a woman in her early 20s was smoking." Despite asking the problematic female neighbor to refrain from smoking, the issue remained unresolved.

In fact, the photos A shared show piles of cigarette butts on the balcony of the apartment line where she resides.

A is considering various options, such as politely speaking to the smoker's parents, notifying the management office, telling the residents directly above the smoker, or sharing her concerns in the apartment's group chat, while seeking advice from online users.

Upon hearing her story, netizens reacted with comments such as, "In reality, there’s no grounds to stop someone from smoking in their own home," "What kind of thoughts do they have while living like this?" "They change cigarettes frequently," and "Looking at the photo, it’s not normal."

Meanwhile, the current Multi-Family Housing Management Act only states that "residents of multi-family housing should make efforts not to harm other residents through smoking within their units, such as on balconies or in bathrooms," but there are no provisions for fines or other penalties, resulting in a lack of effectiveness.

While residents can establish a 'no smoking within units' rule through management agreements, this is also not legally enforceable, making it inadequate as a practical solution.
