The deputy director of a delivery agency allegedly instigated crimes such as vehicle arson and soliciting murder against a delivery driver who formed a labor union.
According to a report from Hankyoreh on the 3rd, a 32-year-old delivery driver, Mr. Hong, established a labor union at his agency in April last year.
However, the agency's director, a woman in her 30s known as A, began making calls to Mr. Hong’s clients on the morning of the union's founding ceremony, coercing them to suspend transactions. As a result, Mr. Hong lost major collection clients.
The union members, numbering six, were reported over 40 times for the act of "open door departure" (starting the vehicle with the door open), and they faced humiliation as A filed defamation, obstruction of business, and insult charges against them.

In October of last year, an incident occurred where Mr. Hong's delivery vehicle caught fire. The police urgently arrested a 30-year-old man, B, 19 days after the incident, and B was sentenced to three years in prison in the first trial held in February.
Although it seemed the case had reached a conclusion, it was revealed during the trial that there was a different instigator behind the crime.
This was because in April, B sent an apology letter to Mr. Hong, confessing that A had instigated not only the arson but also the soliciting of murder. The letter also contained indications that preparations for additional crimes had been made, including gathering structural details about the homes of other union members.
Previously, B had stated in court that "someone instigated me," but he did not specify who that person was.

Police initiated a re-investigation based on B's confession and the letter. During the appeal trial, B admitted to all the crimes, and considering that he had reached an agreement with Mr. Hong, his sentence was reduced to one year and six months.
The investigation revealed that A had instigated B, with whom she had a friendship, to set fire to Mr. Hong's delivery vehicle, and B committed the crime after four attempts.
A was also found to have solicited B to commit assault and vehicle arson against another agency director, C, with whom she had a legal dispute over financial issues.
The Western Gyeonggi Police Agency forwarded A to prosecution on charges of soliciting attempted murder, conspiracy to commit murder, and instigating vehicle arson on the 17th of last month, and the prosecution indicted her on the 25th of the same month.
