Organized Insurance Fraud Scheme Among Motorcycle Delivery Workers

A group of motorcycle delivery workers has been caught by the police for deliberately causing traffic accidents against vehicles that violated traffic regulations in order to embezzle over 100 million won in insurance payouts.

The Incheon Police Agency's Traffic Investigation Division announced that they had booked 40 men in their 20s without detention on charges of violating the Special Act on the Prevention of Insurance Fraud, and have referred the case to the prosecution.

According to the police investigation results, these individuals caused intentional traffic accidents a total of 31 times on roads in the metropolitan area from February 2020 to April 2022, embezzling approximately 190 million won in insurance payments from insurers.

Their main method of operation involved deliberately causing contact accidents after spotting vehicles that violated traffic regulations, such as changing lanes or deviating from their lane while performing delivery tasks on motorcycles. In some instances, they prearranged roles as the perpetrator and victim, staged accidents, and divided the insurance payouts among themselves under the guise of compensation.

Organized Criminal Activities Using Advanced Tactics

In particular, they operated in an organized manner, avoiding law enforcement tracking by recruiting accomplices through Telegram group chats and sharing their plans for the crimes.

Furthermore, it was revealed that they systematically educated accomplices on how to communicate with offending drivers and insurance company employees, as well as strategies for responding to investigations.

The police explained, "We received intelligence that the organized insurance fraud by motorcycle delivery workers was suspected and initiated an investigation. By meticulously analyzing black box footage from accident scenes and financial transaction records, we were able to apprehend the suspects."

This case represents a new type of insurance fraud that has been on the rise recently, especially as the expansion of delivery platforms has led to an increase in organized crimes committed by motorcycle drivers, raising the need for caution.

The insurance industry is strengthening its monitoring of suspected intentional accidents and recommending that drivers install black boxes and other evidence-gathering tools.

According to the Financial Supervisory Service, the amount of insurance fraud detected last year was approximately 980 billion won, with a significant portion attributed to automobile insurance fraud.
