The special law for supporting victims of jeonse fraud has been extended for two years.

The government announced that the Cabinet meeting, chaired by acting President and Minister of Education Lee Joo-ho, has adopted the enforcement plan for the 'Special Law on Supporting Jeonse Fraud Victims and Housing Stability' (Jeonse Fraud Victims Law).

This special law stipulates that the Korea Land and Housing Corporation (LH) will purchase housing affected by jeonse fraud through public auction, and support victims with the auction profits.

Originally, the law was set to be temporarily implemented for two years starting from June 1, 2023, and was scheduled to expire on May 31, 2025. However, with the passage of the revision bill in the National Assembly, the effective period has been extended by two years.

With this amendment, applications for victim determination under the special law will now be accepted until May 31, 2027.

Tenants determined to be victims will be able to receive various forms of support, including housing, financial assistance, and special measures for public auctions. However, the application of the special law is limited to tenants who first signed a jeonse contract by May 31, excluding new lease agreements made after June 1.

During the same Cabinet meeting, the amendment to the enforcement decree of the 'Act on the Prevention and Countermeasures of School Violence' (School Violence Prevention Act) was also deliberated and adopted.

According to the amendment, in cases of minor school violence that can be resolved by the school principal, it is not necessary to immediately separate the perpetrator from the victim.

The Ministry of Education explained, "To improve issues arising from mandatory separation, such as increased mutual reporting and disputes, we have added exceptions to the separation measures for minor cases."

Additionally, the 'Urban and Residential Environment Improvement Act' (Urban Improvement Act) was also adopted, allowing members who cannot physically attend the general meeting due to disasters to exercise their voting rights electronically.

This extension of the special law for jeonse fraud victims is expected to provide practical assistance to the increasing number of victims in recent years.

According to the Ministry of Land, Infrastructure, and Transport, the number of reports of jeonse fraud reached about 10,000 from 2022 to 2023, with estimated damages amounting to several hundred billion won.

While the extension of the special law allows more victims to receive support, there is a growing call for establishing fundamental institutional measures to prevent jeonse fraud.
