A case of a pet dog attacking a stray cat has led to the criminal indictment of the owner.
Despite their pet dog killing a stray cat, the owner failed to take appropriate action and has now been criminally charged.
On the 25th, the animal protection organization 'We Act' revealed details of the incident along with footage on their official Instagram account.

The incident occurred around 1 a.m. on the 23rd in Daechi-dong, Gangnam-gu, Seoul.
According to We Act, the pet dog broke free from its leash and attacked the stray cat, while the owner passively watched and did not actively intervene as the dog violently shook the cat.
Criticism of police response and follow-up actions
We Act harshly criticized the owner, stating, "The owner merely watched as their dog took a life, and we feel not just anger but fear at such an irresponsible and indifferent attitude."

Furthermore, it was claimed that although a citizen who witnessed the incident reported it to the police, the police shifted responsibility by stating that "removing a carcass is the responsibility of the district office."
We Act pointed out that "the police's attitude of shifting responsibility and failing to accept the report was another form of bystander behavior that ignored the suffering of the victimized animal and the witness."
In response, We Act has submitted a criminal complaint against the owner of the pet dog, and they plan to request an autopsy of the cat's remains from the Animal and Plant Quarantine Agency.
