According to guidelines from the Ministry of the Interior and Safety, for minors born after January 1, 2007, it is the principle that the head of the household at the same address applies for and receives the consumption coupons.

However, if there is no adult head of household in the family or if the head of household is excluded from the recipients, exceptions allow the minor to apply directly.
